Pets, HOAs, and Overland Park Mortgages: What Underwriting Sees
Johnson County buyers tell me about the dog before they tell me about the down payment. Fair. If you are shopping Overland Park, Leawood, Prairie Village, Olathe, Shawnee, or Lenexa with a lab, two cats, or a foster who might become permanent, the housing search is not only beds and school boundaries. It is HOA pet caps, breed rules, condo project questionnaires, and whether the insurance company will even write the policy.

What underwriting actually cares about (and what it does not)
A conventional, FHA, VA, or USDA underwriter is not counting dog bowls. They care about occupancy, property type, project eligibility, insurance, and whether the HOA can answer a questionnaire without blowing up the condo warrantability. Pets show up indirectly:
Condo/townhome questionnaires. Owner-occupancy mix, pending litigation, special assessments, rental caps - and sometimes pet rules if they affect insurance or occupancy.
HOA insurance. Some master policies get picky after claims. A project that cannot evidence coverage stalls the loan whether you have a goldendoodle or a goldfish.
Property type. A detached Overland Park house with a fenced yard is a different file than a Leawood stacked condo with a 25-pound pet limit in the covenants.
Credit, income, assets, and appraisal still run the show. Do not skip the pre-approval because you are "waiting to see if the HOA allows two dogs." Do both in parallel. Jim would rather kill a non-warrantable project early than let you fall in love with a unit that cannot fund.
HOA covenants in Johnson County: read them before the offer
Covenants vary block by block. Common Johnson County patterns:
Number and weight limits (often 2 pets, sometimes a pound cap that excludes a grown retriever)
Breed restrictions that conflict with the dog you already have
Leash, waste, and common-area rules that are fine until the board actually enforces them
Rental and short-term rules if you might move and keep the unit
Your realtor should pull the resale packet. Your lender still needs the project questionnaire for condos. Those are different documents. A friendly neighbor saying "everyone has dogs" is not a questionnaire.
Prairie Village and older Leawood infill can be HOA-light. Newer Olathe and Shawnee clusters can be HOA-heavy. Overland Park is mixed. Ask which documents exist before you write.
Condo warrantability vs "they allow pets"
FHA, VA, and conventional condo approval are about the project, not your Labrador. A building can be pet-friendly and still fail: too many rentals, overdue lawsuits, underfunded reserves, commercial space, or a master policy gap. The inverse is also true: a warrantable project with a 20-pound cap will not work for your 70-pound rescue.
Sequence that saves weekends:
Pre-approval on your actual income and credit (Borrow Smarter story match).
Target property type: detached vs townhome vs condo.
If condo/townhome, Jim orders or reviews the project questionnaire while you tour.
You (and your agent) read pet covenants in the same 48 hours.
Only then write, with financing and HOA review dates that are real.
Kansas City, Missouri condos across the state line have their own project lists. If you are shopping both sides of the metro, say so on day one. Licensing and overlays are not identical.
Insurance, ESAs, and what not to put in a mortgage file
Homeowners insurance is a closing condition. Some carriers ask about dogs. That is an insurance conversation, not a reason to hide the animal from the HOA. If a carrier declines, we shop the policy. We do not invent a "no pets" occupancy story that the board will contradict.
Emotional support and service animal rules live in housing law and HOA practice. They are not a mortgage product. Do not ask a loan officer to "write a letter" that replaces the HOA packet. If you have documentation, keep it for the association and housing counsel. Jim will still need a fundable project and a bindable policy.
Rentals, future moves, and the dog that stays
If the plan is "buy in Olathe, maybe rent it later when we move," pet rules plus rental caps plus investor overlays all stack. Conventional investment and DSCR paths (when they fit) still need a project that allows rentals. A pet-friendly owner-occupied condo with a rental ban is a trap for that plan. Tell Jim the 3-year occupancy plan, not only the dog's name.
Detached houses in southern Overland Park or Gardner-direction fringe usually skip condo questionnaires. You still have city ordinances and, sometimes, subdivision covenants. Faster files. Still read the deed restrictions.

Frequently asked questions
Does a dog lower my approval odds?
Not as a credit factor. It can kill a specific condo or insurance quote. That is a property issue, not a score issue.
Can I write an offer before the HOA packet arrives?
You can. Build real HOA and financing review dates. Jim would rather see the questionnaire before you are emotionally locked.
Are townhomes easier than condos for pets?
Sometimes. Warrantability and covenants are still project-specific in Johnson County. Do not assume.
What if the seller says the board "always waives" breed rules?
Get it in writing from the association, not the seller. Lenders fund on documents.
Do VA and FHA treat condos differently here?
Yes. Project approval lists differ. Tell Jim the program lane before you tour a mid-rise.
